When I download a mod manually from the Paradox Mods site, I receive a zip file with a topfind247.co file and a folder structure that mirrors the game folder structure. I assume I create a folder inside the Documents\Mods folder and dump everything except the topfind247.co into it. Chances are, BethNet messed up the download. To ensure this mod is functioning correctly, if possible, avoid other mods that edit the Leveled Lists and at THE VERY LEAST make sure MF is at the BOTTOM of your load order. Uninstall. For a quick uninstall simply disable the plug-in, either in your game menu or mod manager. When you find a mod you want to install, simply click on the files tab of the mod's Nexus page and select the files / version you want to download, then click Download With Manager on those files.
Turns out it wasn't the mod rather it was that you can't download Bethesda and Nexus mods at the same time. At least not in the simple sense of downloading a Nexus mod in a regular manner and a Bethesda mod in a regular manner. Gotta download the mod from bethnet and then install it via your mod manager or some crap like that. For the few very large mods out there, you can still manually download them, and then import that downloaded file into NMM to let it handle the rest. You'll notice a button on the top left of the Mods tab that looks like a puzzle piece, with a green + icon, and a downward arrow next to it. Click the downward arrow and you can change the icon to. This is not possible per se when using topfind247.co to get mods, but OTOH, all topfind247.co mods will be neatly packaged with "topfind247.co" and "ModName - topfind247.co2" files, so the clutter from a ton of mods with loose files overwriting each other is not really a thing for topfind247.co mods, so if you manually wish to remove something, you can just delete.
